I nformal retail was created in the lower level of the tower to invest in the local community. The building is situated in the centre of the Johannesburg CBD, surrounded by historical sites. It is surrounded by Commissioner, Rissik, Albertina Sisulu and Joubert Streets. The position of the project came with much difficulties, mostly caused by these busy roads. Apart for the aforementioned, floors four to 21 is under development, where apartments are created. Each apartment was uniquely designed to cater for the needs of the community. All the apartments were constructed with Hebel blocks with a rhinolite finish. New ceilings and a new lift were installed. The first challenge was to create a small builders’ yard in Joubert Street to collect builder’s rubble and to receive deliveries to take materials into and up the building. Unfortunately, the yard area that was approved was only 25 m x 3 m. Due to height constrictions, Belo & Kies Construction only had one Bobcat to transport materials down the ramp of the basement into the storage yard. Alternative The project consisted of 23 floors and four basements. Belo & Kies Construction had to strip out the old layouts which consisted of brickwork, ceilings, floor finishes, lifts and all plant. It then had to construct the latest look Shoprite and Shoprite Liquor shop, Clicks, as well as SACTWU offices.

From a time perspective it compiled a detailed programme for the project. This was updated on a weekly basis. From a cost perspective Belo & Kies Construction had to manage its wastage very closely, due to the triple handling of materials and labour costs – this was done via its site Quantity Surveyor who was part of the site team. The rubble was be taken out of the building during a nightshift and then carted off to a dumping site during the day. The contractor ordered materials and marked it for each floor, which greatly assisted the site team in allocating the materials and any shortfalls or amendments to drawings. Quality was managed via the in-house quality assurance plan – the contractor had check sheets for each trade at the start of the project. Each foreman needed to fill in and manage this for his/her section. This was audited randomly once every two weeks by the QA manager. Safety was managed by two full time safety officers on site. 

handling and transport of materials were by hand; wheelbarrows and special sized trollies that could fit into the lift. The contractor had two lifts allocated for this project, one moving up building materials and the other was used for rubble. Despite challenges the contractor managed to stay on programme with a clean safety record, as per the MBA standards. The project asked for good communication, co-ordination and planning by all contractors and the professional team involved. The risks identified by the contractor prior to the start of the project were: time frame, costs, quality and safety.
